Carlos III was the King of Spain and the Spanish Indies from 1759 to 1788. He was son of Philip V of Spain and Elisabeth Farnese. As Duke of Parma and Piacenza conquered the kingdoms of Naples and of Sicily, and was crowned king on 1735, reigning as Charles VII of Naples and Charles V of Sicily. He married Princess Maria Amalia of Saxony. As king of Spain Carlos III tried to rescue his empire from decay through far-reaching reforms such as weakening the Church and its monasteries, promoting science and university research, facilitating trade and commerce, modernizing agriculture and avoiding wars. He never achieved satisfactory control over finances, and was obliged to borrow to meet expenses. His reforms proved short-lived and Spain relapsed after his death, but his legacy lives on to this day. Historian Stanley Payne states Carlos III: "was probably the most successful European ruler of his generation. He had provided firm, consistent, intelligent leadership. He had chosen capable ministers....[his] personal life had won the respect of the people. He was a man of an extraordinary dynamism and enterprising spirit, promoted the economic and cultural growth of the country. Founder of the Royal Factory of Weapon of Toledo; he promoted a lot of important architectural work, and got the modernization of the capital, by what he is known as “The best Mayor of Madrid". The first matter that should have treated on having acceded to the reign of Spain was the war of Seven Years to stop the British expansion in America and, later he collaborated in the independence of The United States of America.
